Florida Firearms Training Experts Propose Urgent Reforms to Address Active Shooter Threats
Government Inaction Leaves Critical Gaps in Public Safety
Orlando, FL — [Date] — Valortec USA, a leading Florida-based firearms training academy, has submitted a formal proposal to the Florida Department of Agriculture and Consumer Services (FDACS) outlining critical reforms to firearms licensing and training standards. These reforms are designed to close dangerous gaps in preparedness and directly address the growing active shooter threat faced by communities across the state.
Despite the urgency of these recommendations, the proposal has yet to receive an official response from government offices.
Identified Deficiencies in Current Standards
Through years of training civilians, law enforcement, and military personnel, Valortec instructors—led by bilingual Master Law Enforcement Instructor Herfel Torres—have identified significant deficiencies in Florida’s current Class G firearms licensing and training system:

Inadequate Target Acquisition Training: Current proficiency tests lack spacing standards between targets, failing to evaluate real-world threat management.

Low Passing Standards: The existing passing score of 168/240 points does not reflect the accuracy needed in high-stress, life-or-death encounters. Valortec recommends raising the standard to 190/240.

Unregulated Civilian Instructors: Civilian firearms training remains largely unmonitored, with unlicensed and underqualified individuals offering instruction.

Language Barriers in Training: Courses offered in non-English languages risk dangerous miscommunication in emergencies. Valortec calls for English to be the standard training language for Class D and G licenses.
Proposed Solutions
Valortec’s proposal calls for:

Establishing minimum spacing between targets to properly test multiple-threat engagement.

Raising passing scores to ensure accountability and competence under stress.

Restricting civilian firearms training to licensed Class K instructors, eliminating unregulated alternatives.

Mandating English as the common language of instruction to ensure critical safety communication with law enforcement and first responders.
A Call to Action
“These reforms are fast, efficient, and directly address the deficiencies that put lives at risk every single day,” said Herfel Torres, Valortec co-owner and Master Instructor. “Every second counts in an active shooter event. Yet Florida’s licensing standards are outdated, inconsistent, and in some cases dangerous. The state has the opportunity—and the obligation—to act now.”
Attorney Alexander Penalta, who submitted the proposal on behalf of Valortec, emphasized: “This is not just about regulations—it’s about saving lives. Every delay in action leaves Floridians more vulnerable.”
Government Silence
Despite the gravity of the issues presented, FDACS Commissioner Wilton Simpson and the responsible agencies have not yet issued a formal reply to the proposal. Valortec stresses that silence in the face of such clear risks is unacceptable.
